Governance is to be understood as the development of transparency, trans-sectoral quality control, accountability of all stakeholders, reinforcement of democratic governing structures, implementation of clear decision making processes and development of an internal system of checks and balances that ensures that the public interest is served. Governance concerns the vision and the strategy of an organization.

Management is an organizational function. The goal (function) of management is to get the best return on resources by getting things done efficiently. Management comprises planning, organizing, resourcing, leading or directing, and controlling an organization (a group of one or more people or entities) for the purpose of accomplishing a goal. Resourcing encompasses the deployment and coordination of human resources, financial resources and technological resources. Management concerns the concrete implementation of the vision and the strategy of the organization.
